Post-retirement Service Contract Scheme
A Post-retirement Service Contract (PRSC) Scheme was launched in November 2015 to enable bureaux/departments (B/Ds) to flexibly adjust their staffing level and staff mix to meet their service needs; facilitate transfer of expertise/experience by tapping the pool of retired/retiring civil servants; and ensure the quality, efficiency and cost-effectiveness of service delivery through flexible deployment of manpower resources.
B/Ds may, having regard to their needs, engage retired/retiring civil servants on contract terms under the Scheme to undertake ad hoc, time-limited, seasonal or part-time tasks that require specific civil service expertise/experience.
B/Ds have the authority to draw up appropriate procedures for recruitment and selection of staff under the PRSC Scheme. They also have the discretion to determine the employment package for their PRSC staff, provided that it should be no less favourable than those provided for under the Employment Ordinance (Cap. 57) and the Minimum Wage Ordinance (Cap. 608), and no more favourable than that for civil servants in comparable civil service ranks. The package must meet the provisions of employment legislation that binds the Government.
