Non-accountable Cash Allowance (NCA) Scheme
A fully non-accountable monthly allowance is payable to eligible officers for a maximum of 120 months during an officer's service with the Government. Under the scheme:

officers on or above Point 34 of the Master Pay Scale (MPS) or equivalent will be provided with the allowance as a condition of service;

officers on Point 22 to Point 33 of MPS or equivalent and have completed at least three years of continuous service will be provided with the allowance subject to a quota system; and
-
officers who are below Point 22 of MPS or equivalent may opt to receive the allowance according to the same quota system as in (2) above after having completed at least 20 years of continuous service or apply for public housing under the Civil Service Public Housing Quota (CSPHQ) after having attained the specified service requirement under CSPHQ.
There are two scales of rates for the NCA - one for recruits who start to draw NCA on or above Point 34 of MPS or equivalent, and the other for recruits who start to draw NCA below Point 34 of MPS or equivalent.
Civil Service Public Housing Quota (CSPHQ)
Civilian staff on or below Point 21 of MPS and not on a rank scale reaching Point 25 of MPS or equivalent, Model Scale 1 staff and disciplined services staff on rank and file pay scales can apply for public housing benefits under the CSPHQ after they have completed two years' service or more. The quota of the CSPHQ is subject to review every year.
There are a special quota and a general quota under the CSPHQ. The former is mainly for junior officers in the disciplined services who are within 10 years of retirement and residing in departmental quarters. The latter is for junior officers in the disciplined services who are not eligible for the special quota, Model Scale 1 staff and junior civilian staff.
