Common Service-wide Housing Benefits for Staff offered appointment before 1 June 2000
Home Financing Scheme (HFS)
HFS is provided to eligible officers on or above Point 34 of the Master Pay Scale (MPS) or equivalent as a condition of service. A 50% accountable monthly allowance is payable for a maximum period of 120 months to repay mortgage of a residential property in Hong Kong.
A downpayment loan is also available for officers appointed on permanent and pensionable terms and is repayable with interest over ten years.
Home Purchase Scheme (HPS)
HPS is provided to eligible officers below Point 34 of MPS or equivalent according to a quota system. A fully accountable monthly allowance is payable for a maximum period of 120 months to repay mortgage of a residential property in Hong Kong.
A downpayment loan is also available for officers appointed on permanent and pensionable terms and Model Scale 1 staff and is repayable with interest over ten years.
Non-departmental Quarters (NDQ)
NDQ is provided to eligible local officers on or above Point 45 of MPS or equivalent or overseas officers who are offered appointment before 1 October 1990 as a condition of service.
Officers are required to pay 7.5% of salary as rent to the Government.
Private Tenancy Allowance (PTA)
PTA is provided to eligible local officers on or above Point 34 of MPS or equivalent or overseas officers who are offered appointment before 1 October 1990 as a condition of service.
A fully accountable monthly allowance is payable for renting private accommodation in Hong Kong. Officers are required to pay 7.5% of salary as rent to the Government.
Civil Service Public Housing Quota (CSPHQ)
Civilian staff on or below Point 21 of MPS and not on a rank scale reaching Point 25 of MPS or equivalent, Model Scale 1 staff and disciplined services staff on rank and file pay scales can apply for public housing benefits under the CSPHQ after they have completed two years' service or more. The quota of the CSPHQ is subject to review every year.
There are a special quota and a general quota under the CSPHQ. The former is mainly for junior officers in the disciplined services who are within 10 years of retirement and residing in departmental quarters. The latter is for junior officers in the disciplined services who are not eligible for the special quota, Model Scale 1 staff and junior civilian staff.
