Integrity checking
Civil servants are subject to an integrity checking system as part of the civil service recruitment, promotion and posting mechanism. The system is to ensure that serving and potential employees are of good character and high integrity. It serves to contribute to public confidence in the Civil Service.
All civil servants and government employees are required to undergo integrity checking before they are offered government appointments. The level of checking applicable will depend on the nature or rank of the post to which a candidate is to be appointed. Under the principle of “patriots administering Hong Kong”, such checking includes national security checking.
