Participation in political and electioneering activities
Under the current policy, the Administration seeks to strike a reasonable balance between civil servants' entitlement to enjoy their civil and political rights as citizens and society's needs for a politically neutral civil service.
Consistent with this principle, while there is no objection to individual civil servants participating in political and electioneering activities if this does not give rise to any conflict of interest with their official duties, certain officers at the senior level and those who are particularly susceptible to accusations of bias because of the nature of their duties are prohibited from participating in any political and electioneering activities. Those subject to prohibition include all directorate officers, Administrative Officers, Information Officers, and disciplined officers of the Police Force.
