Insolvency
All civil servants are strongly advised to be prudent in managing their personal finance. They should avoid incurring debts beyond their repayment capability.
Management action will be taken where an officer's performance is affected as a result of his personal financial difficulties. He will not normally be employed on duties which involve the handling of public money or which are prone to corruption opportunities.
There are clear civil service rules on money borrowing. Civil servants in breach of these rules are liable to disciplinary action. Where the circumstances of the case so warrant, prosecution action may be taken by the Independent Commission Against Corruption under Section 3 of the Prevention of Bribery Ordinance against civil servants who have obtained unauthorized loans.
