Ethical Leadership Programme

The Civil Service Bureau and the Independent Commission Against Corruption have jointly launched the "Ethical Leadership Programme". The programme aims to instil and sustain the culture of civil service integrity through the leadership and commitment of the senior management in bureaux/departments. 

The activities organised under the Programme include :

  • a thematic workshop for Ethics Officers of bureaux/departments and officers responsible for integrity management (November 2024);
  • a briefing session on integrity promotion for bureaux/departments grouped by the nature of their work (January 2025);
  • 4 seminars for officers of different ranks on “Misconduct in Public Office” (March 2024, September 2024, October 2024 and January 2025); and
  • publication of a booklet relating to the Offence of Misconduct in Public Office (September 2022), etc.
