Ethical Leadership Programme

The Civil Service Bureau and the Independent Commission Against Corruption have jointly launched the "Ethical Leadership Programme". The programme aims to instil and sustain the culture of civil service integrity through the leadership and commitment of the senior management in bureaux/departments. 

The activities organised under the Programme include :

  • a thematic workshop for Ethics Officers of bureaux/departments and officers responsible for integrity management (Jun 2023);
  • a briefing session on integrity promotion for bureaux/departments grouped by the nature of their work (Jan 2024);
  • 4 seminars for officers of different ranks on “Misconduct in Public Office” (Nov 2023 and Jan 2024); and
  • publication of a booklet relating to the Offence of Misconduct in Public Office (Sep 2022), etc
