(1) ADMINISTRATIVE OFFICER
Salary:
Master Pay Scale Point 27 (HK$60,065 per month) to Master Pay Scale Point 44 (HK$116,165 per month)

Duties:
Administrative Officers are professional public administrators who play a key role in the HKSAR Government. They are involved in policy formulation, resource allocation, implementation of major government programmes and promotion of the interests of Hong Kong in the Mainland and overseas. Posted around different bureaux and departments at regular intervals, they enjoy variety in their career and contribute to different areas of work in the Government.

Duties:
Executive Officers are professional managers who specialise in resource and system management. Posted around different policy bureaux and government departments, they enjoy a wide variety of work and have the opportunity to work with people of different backgrounds. They are mainly deployed to provide support in a wide range of executive functions including human resource management, departmental administration, general administration support, district administration and support to boards and councils, executive and policy support, scheme administration, regulatory functions and complaints management, financial resource management, event management, and system / project planning and development.

Duties:
Labour Officers are multi-skilled professionals in the labour administration field. Posted around different divisions within the Labour Department, they help formulate and implement labour policies, promote harmonious labour relations, administer and enforce labour legislation, and provide employment services to job-seekers and employers. They have to acquire expertise in labour laws, conciliation and law enforcement skills, human resources management practices and labour market dynamics. Labour Officers work with various stakeholders including employers and employees, workers' unions, trade associations, boards and councils, labour administration counterparts of other jurisdictions, etc.

(4) ASSISTANT TRADE OFFICER II

Duties:
Assistant Trade Officers II are mainly deployed on assisting in the research and analysis of information on trade, industry, innovation and technology matters; assisting in the management of licensing and control matters; assisting in the provision of computing services relating to trade control systems, industrial/funding data and funding administrative systems; assisting in the implementation of funding programmes and provision of support services relating to Small and Medium Enterprises, innovation and technology and creative industries; assisting in the housekeeping matters of government-funded organisations in innovation and technology and creative industries; and providing logistical support in arranging overseas/Mainland visits, local factory/company visits and negotiation of trade and investment agreements, etc. They may be required to attend conferences/other events, or to assist in negotiations in Hong Kong, Mainland and overseas. They may also be appointed as a committee secretary.

(5) MANAGEMENT SERVICES OFFICER II

Duties:
Management Services Officers are mainly deployed to assist in conducting management consultancies for bureaux / departments to facilitate and implement change, accelerate innovation and technology adoption, and promote cross-sector collaboration for better services. Types of consultancies include business process re-engineering, departmental management reviews, organisational reviews, performance management, design thinking, knowledge management, shared services, public sector innovation, information technology application studies, reviews of Government’s work on streamlining and business facilitation as well as market and financial analysis. Management Services Officers may be required to assist in managing operations of direct public service channels / platforms to provide one-stop services and support implementation of innovative programmes. They may be posted to work in different policy bureaux and departments.

Duties:
Transport Officers II are mainly deployed on: (a) administering, monitoring, analysing and reviewing the operations of public transport services, bridges / tunnels and parking meter / car park facilities, Rehabus and driving training services; (b) collecting, updating, assessing and analysing all operational / financial data for the purpose of public transport fares determination studies, transport planning for people with disabilities, and provision of parking meter and car park facilities; (c) administering road traffic arrangements and traffic management schemes, and evaluating the efficiency of new traffic control and management techniques; (d) handling traffic and transport emergencies, and manning the Emergency Transport Co-ordination Centre; (e) formulating / coordinating tendering exercises and evaluating tender submissions in respect of public transport and management services under the Department; and (f) examining the acceptability / adequacy of evidence collected and initiating prosecution action to be taken on offences in contravention of the Road Traffic Ordinance and regulations administered by the Department; and preparing summons and appearing in court as prosecutor. (Note : Transport Officers may be required to work irregular hours, perform outdoor duties, shift duties and “on-call” duties.)

- Students pursuing a bachelor's degree or equivalent and graduating in the year of 2024 or 2025 may also apply. If selected, appointment will be subject to, among others, the attainment of requisite academic qualification in the year of 2024 or 2025 respectively.
- Candidates’ results in the Aptitude Test (AT) paper of the CRE are classified as Pass or Fail, while the results of the Use of Chinese (UC) and Use of English (UE) papers of the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. Level 2 and Level 1 results of the two language papers and Pass result of the AT paper obtained from December 2006 onwards are of permanent validity. Applicants with valid requisite results in the AT, UC and UE papers obtained in previous CREs are deemed to have met the entry requirements (b) and (c) of the six posts.
- Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE) is accepted as equivalent to Level 2 in the UC paper of the CRE. Level 5 or above in English Language of the HKDSEE is accepted as equivalent to Level 2 in the UE paper of the CRE.
- Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to Level 2 in the UC paper of the CRE. Grade C or above in Use of English of the HKALE or in English Language of the General Certificate of Education (Advanced Level) (GCE A Level) is accepted as equivalent to Level 2 in the UE paper of the CRE.
- An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test is accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
- Applicants who do not possess the requisite CRE results, or equivalent, may also apply for the post(s). They will be arranged to take the relevant paper(s) of the CRE specially organised by the Civil Service Bureau on the same day of JRE (tentative). Their applications will be processed subject to their obtaining the requisite CRE results.
- All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the post(s) and arrangements will be made for them to take the relevant BLNST on the same day of JRE (tentative).
- Eligible applicants will be arranged to sit the JRE to be held tentatively on 2 December 2023. Candidates residing or studying outside Hong Kong may take the JRE on the same date outside Hong Kong.
- As it takes time to process all applications, an invitation to the JRE does not imply that an applicant has met the entry requirements of the post(s) being applied for.
- Eligible applicants should immediately contact the Civil Service Examinations Unit by phone at (852) 2537 6429 or by e-mail to csbcseu@csb.gov.hk if they do not receive the e-mail notifying them of the relevant details of the JRE by 20 November 2023.
- Any request for review of examination results of the JRE should be made in writing and should reach the Civil Service Examinations Unit at Room 2511, 25/F., Immigration Tower, 7 Gloucester Road, Wan Chai, Hong Kong within 7 calendar days from the date of notification as to whether an applicant is invited to attend selection interview. Late requests will not be entertained. Please note that a review of JRE results may lead to upward, downward or no adjustment to the original marks.
- There is no overseas recruitment for the Executive Officer II, Assistant Labour Officer II, Assistant Trade Officer II, Management Services Officer II and Transport Officer II posts. Nonetheless, applicants residing or studying outside Hong Kong may choose to take the JRE to be held tentatively outside Hong Kong on 2 December 2023.
