The Chief Executive announced in the 2018 Policy Address that Chinese Medicine (CM) services would be introduced as part of the civil service medical benefits. On 2 March 2020, the Pilot Scheme on Civil Service Chinese Medicine Clinics (the Pilot Scheme) was launched to provide free CM services for treatment purpose for civil service eligible persons (CSEPs).

Civil Service Chinese Medicine Clinics were located in Chinese Medicine Clinics cum Training and Research Centres, which operated under a tripartite collaboration model involving the Hospital Authority, a non-governmental organisation and a local university.

In view of CSEPs’ persistent demand for CM services, the Pilot Scheme has been regularised since October 2021. With a view to enhancing civil service medical benefits, measures like increasing the service capacity and improving the appointment booking arrangement will be introduced.
