Electronic Result Certificate for the Common Recruitment Examination and Basic Law and National Security Law Test (Degree / Professional Grades)
Background
The 2024 Policy Address has highlighted that about 20 digital government and smart city initiatives will be launched this year, including using blockchain technology for issuing electronic certificates for designated civil service examinations. With a view to promoting the digital transformation of public services, the Civil Service Bureau (CSB) has launched the electronic result certificate for the CRE and BLNST in November 2024 to replace the result notification letters.
The electronic result certificate with an e-Proof QR code and a digital signature adopts intelligent blockchain technology, which would offer greater convenience to candidates and the recruiting departments / grades. The Civil Service Examinations Unit (CSEU) will inform candidates via e-mail when the results of CRE and BLNST are ready and candidates could download the electronic result certificates (in “portable document format” (PDF)) through accessing the e-Proof website (www.eproof.gov.hk) of the Government conveniently. The e-Proof QR codes on the electronic result certificates also enable the candidates and the recruiting departments / grades to verify the validity of the certificates immediately through the above e-Proof website.
The electronic result certificate for the CRE and BLNST contains the same set of information as result notification letter, including the candidate’s name and Hong Kong Identity Card / Passport number, examination date, examination result(s) of the paper(s) taken and date of issue.
Implementation Details
For the CRE and BLNST held on 5 October 2024, examination results were issued to candidates by post on 31 October 2024. In view of the launch of electronic result certificates for the CRE and BLNST, in addition to the result notification letter, the CSEU will also send the electronic result certificates (containing the same examination results already issued) to these candidates. The CSEU will send an e-mail through eproofcseu@csb.gov.hk to the candidates concerned informing them of the details of downloading the electronic result certificate. Candidates who do not receive the e-mail by 25 November 2024 may contact the CSEU by phone or by e-mail.
For the CRE and BLNST to be held by the CSB in or after December 2024, the CSEU will only issue the electronic result certificate for the CRE and BLNST to candidates.
How to obtain the electronic result certificate for the CRE and BLNST?
The CSEU will send an e-mail to candidates through eproofcseu@csb.gov.hk with the download link of electronic result certificate for the CRE and BLNST. Candidates will be directed to the e-Proof website of the Government upon clicking the link and they are strongly advised to use the “iAM Smart” mobile app for completing identity verification. Simply using the mobile app for scanning the QR code that could easily login and verify the identity to download the electronic result certificate (in PDF) with an e-Proof QR code and a digital signature. If candidates have not yet registered for the “iAM Smart”, they could complete the identity verification with a One-time Password (OTP) which will be sent to the e-mail address they provided in the respective examination application forms.
The implementation of electronic result certificate allows candidates to download a soft copy of the examination result certificate conveniently and saves the candidates’ waiting time. Each electronic result certificate contains an e-Proof QR code, which enables candidates and the recruiting departments / grades to verify the validity and authenticity of the certificates immediately through accessing the e-Proof website (www.eproof.gov.hk).
How to verify the electronic result certificate for the CRE and BLNST?
To verify the validity of the electronic result certificate, candidates can use the mobile devices with camera function and through the built-in scanner in the e-Proof website (www.eproof.gov.hk) to scan the e-Proof QR code, or upload the electronic result certificate. The verification result of the electronic result certificate will be shown in a frame with different colours, i.e. “Verified” (in Green) or “Revoked” (in Red) respectively.
If the result is shown in a frame with Green colour as “Verified”, it means the electronic result certificate is proven to be valid and authentic. The verification result also displays the candidate’s name, examination date, types of examinations and the issuing bureau / department. Details of the electronic result certificate will also be displayed when scrolling down, including the candidate’s name and Hong Kong Identity Card / Passport number, examination date, examination result(s) of the paper(s) taken and date of issue. If the result is shown in a frame with Red colour as “Revoked”, it means the electronic result certificate has been revoked by the CSEU and candidates should not present that certificate as a proof.
