Introduction
The Civil Service Bureau is one of the 15 policy bureaux under the Government Secretariat of the Government of the Hong Kong Special Administrative Region. It assumes overall policy responsibility for the management of the Civil Service, including such matters as appointments, pay and conditions of service, staff management, manpower planning, training, discipline and use of official languages in the Civil Service. The Bureau is headed by the Secretary for the Civil Service who is underpinned by the Permanent Secretary for the Civil Service, three Deputy Secretaries, the Director of General Grades and a number of Principal Assistant Secretaries. Moreover, the organisation structure of the Civil Service Bureau also covers the Civil Service College which is headed by Head of the College. This bureau at present has more than 620 staff. They maintain close contacts with other bureaux, government departments, central and departmental staff consultative machinery, and public executive and advisory statutory bodies to ensure that the Administration is staffed by an efficient, effective and stable civil service which is sensitive and responsive to the changing needs and expectations of the community.
