Training Policies
The College formulates and implements training policies which support government policy and human resource management initiatives. It also renders support to bureaux / departments in training and development matters to equip civil servants with the necessary mindset, knowledge and skills to serve the community.

Emphasising Mindset Building
By implementing a systematic training framework and organising all training activities around core values and concepts, the College strives to enhance civil service training to achieve objectives in five areas:
- Enhancing Governance and Leadership Capabilities;
- Deepening Understanding of the Constitutional Order, National Development and Strategies;
- Building a People-oriented Service Culture;
- Strengthening Professional Competence; and
- Promoting a Culture of Continuous Learning.
