Recruitment Exercise of the Deputy Head of the Civil Service College
Entry Requirements:
Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment and should have –
(a) a bachelor’s or post-graduate degree from a Hong Kong university, or equivalent;
(b) at least 12 years of administrative or managerial or professional experience relating to public administration; public service; executive training; tertiary education; or research in public administration or related areas, including at least six years in a leadership position in a sizable organisation;
(c) strong leadership, management and organisational capabilities; the acumen to appreciate the challenges, development needs and opportunities facing civil servants as well as the local, national and international affairs impacting the civil service; and strong communication and interpersonal skills;
(d) comprehensive and accurate understanding of: (i) the Constitution of the People’s Republic of China; (ii) the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China; and (iii) the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region;
(e) good understanding of our nation’s history, the development of our nation in recent decades as well as our nation’s promulgated development directions;
(f) a strong command of written Chinese and English, and proficiency in spoken Cantonese, Putonghua and English; and
(g) a pass result in the Basic Law and National Security Law Test (BLNST) (Degree / Professional Grade) [see note below].
Possession of (i) solid experience in leading organisation transformation or formulating staff development strategies; and (ii) management experience in a training / tertiary institute will be an advantage.
Note:
All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment.
For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.
Duties:
The Deputy Head of the Civil Service College is required to assist in taking forward the mission of the College in enhancing training for the civil service, particularly as the backbone of the Government in ensuring the accurate and comprehensive implementation of “One Country, Two Systems”. Specifically, the major duties and responsibilities of the post are –
(a) to assist in formulating training polices and strategies, and oversee their implementation in the civil service;
(b) to lead the two Schools of the Civil Service College, coordinate efforts of major work streams in the day-to-day operation of the College, and develop the College’s long-term capacity for its expanded functions;
(c) to build research capability in leadership, public policy and governance, assist in the collaboration with local, Mainland and international counterparts for exchanges and collaboration, and maintain partnership with bureaux / departments for implementing civil service training policies;
(d) to help steer the use of technology and development of IT infrastructure for the enhancement of civil service training, including e-learning development;
(e) to oversee the secretariat of the Civil Service Training Advisory Board and the College’s implementation of its recommendations;
(f) to assist in monitoring the day-to-day management of the College, particularly in respect of resource management; and
(g) to deputise the Head of the Civil Service College where needed.
Terms of Appointment:
The successful candidate will be appointed on civil service agreement terms for three years. Renewal of agreement is subject to the discretion of the Government.
Salary:
Directorate Pay Scale Point 3 (HK$219,850 to HK$240,000 per month)
Fringe Benefits:
The package includes vacation leave with leave passage allowance, medical and dental benefits, housing benefits (subject to the eligibility criteria stipulated in the relevant civil service regulations) and other benefits commensurate with a position of such seniority.
The appointee will be subject to the provisions of the Mandatory Provident Fund Schemes Ordinance (Cap. 485) and will be required to make an employee’s contribution to a Mandatory Provident Fund (MPF) scheme. Upon satisfactory completion of the three-year agreement, the appointee will be eligible for an end-of-agreement gratuity which, when added together with the Government’s contribution to the MPF scheme, equals 15% of the total basic salary drawn as Deputy Head of the Civil Service College during the agreement period.
General Notes:
(a) Civil service vacancies are posts on the civil service establishment. Candidates selected for these vacancies will be appointed on civil service terms of appointment and conditions of service and will become civil servants on appointment.

(e) It is the Government’s policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, his / her application will be processed further without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (f) For qualifications awarded by local institutions / Hong Kong Examinations and Assessment Authority, copies of the relevant qualification documents are not required to be submitted at this stage of application. For holders of academic qualifications obtained from institutions outside Hong Kong, their qualifications will be subject to assessments on equivalence with the required entry qualifications. They are also not required to submit copies of their official transcripts and certificates at this stage.

(a) Applications should be made in the prescribed application forms [G.F. 340 (Rev. 7/2023)] which can be downloaded from the Civil Service Bureau’s website (https://www.csb.gov.hk) or obtained from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. A duly completed application form should be submitted by 22 December 2023 with (i) a job application letter setting out in detail why the applicant considers himself / herself suitable for the post and (ii) a curriculum vitae (CV) setting out details of academic qualifications and relevant work experience.
(b) The new version of application form for Government jobs G.F. 340 (Rev.7/2023) has been in use with effect from 26 July 2023. Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form [G.F. 340 (Rev. 3/2013)], they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.

(c) Submission of applications by fax will not be accepted. Applications which are not made in the prescribed form [G.F. 340 (Rev. 7/2023)], incomplete (including without the required documents) or late will not be considered.
(d) To avoid delay or unsuccessful delivery of mail items, please ensure that the correct address is clearly stated on the envelope and sufficient postage has been paid before posting. Mail items bearing insufficient postage will not be delivered to this Bureau and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from not paying sufficient postage.
(e) An acknowledgement of receipt of application will be sent by email (including applications submitted by post). Applicants are advised to provide clearly their personal email addresses on the application forms to facilitate communication. Candidates who are selected for interview will normally receive an invitation by email in about six to eight weeks from the closing date for applications. Those who are not invited for interview may assume that their applications are unsuccessful.
