Mobilisation Mechanism
To ensure smooth communication during major incidents, all bureaux and departments (B/Ds) are required to designate an officer at directorate level to serve as their Coordinator for the “government-wide mobilisation” level and work out the internal communication arrangements within their B/Ds. Coordinators have to serve as the contact person with the Initiating Bureau and the Civil Service Bureau (CSB) when the “government-wide mobilisation” level is initiated.
Upon the endorsement of the Chief Executive for initiating the “government-wide mobilisation” level, CSB will initiate the mobilisation mechanism immediately. Coordinators of B/Ds, upon receipt of CSB’s notification, will need to immediately contact the staff rostered on shift one of their list of designated personnel through the established internal communication arrangements and inform them to be on standby for the emergency operation. Staff will be called upon to perform duties when the Initiating Bureau has formulated the operational plan (including manpower arrangements, assignment of tasks, etc.).
Apart from formulating the operational plans, the Initiating Bureau will also provide clear instructions to participating staff and make proper arrangements for the necessary logistical support and supplies before the operation, so as to ensure that the relevant staff will participate in the quick response unit’s operations under safe conditions.

Specialist Support
The Government will also make good use of the special skill sets from various departments and professional grades, having regard to the nature of the incidents and specialised support required. Therefore, individual B/Ds may need to provide specialist support according to their remits, such as information and communication technology support from the Office of the Government Chief Information Officer; procurement, transportation and logistics support from the Government Logistics Department; hotline services from the Efficiency Office; and provision of venues by the Home Affairs Department and the Leisure and Cultural Services Department.
