Understanding the Constitutional Order, National Development and Strategies
By providing systematic training, the College strives to ensure the accurate understanding of civil servants on the HKSAR’s constitutional order, national security and the country’s policy objectives, with a view to strengthening their sense of national identity and patriotism, and their awareness of their responsibility for safeguarding national security.
The College organises a variety of training activities, including mainland programmes, visits, civil service staff exchange programme and local seminars. By integrating aspects such as Chinese history and culture, the country’s development journey, stories of historical figures into different national studies programmes, the College broadens civil servants’ exposure to national affairs, reinforces their concept of “One Country”, and cultivates their affection for the country.

Training for New Recruits
Foundation training is provided for all new recruits to enhance their understanding of the HKSAR’s constitutional order, the country’s development and national security. New recruits of grades requiring degree or professional qualifications shall also take part in advanced training upon confirmation to the permanent establishment, so as to deepen their understanding of the principle of “One Country, Two Systems”, national security and the country’s development, etc.
National Studies Training for Middle and Senior-level Officers
I. Mainland Programmes
By a systematic training framework, the College arranges for middle and senior-level civil servants nominated by their departments to take part in national studies programmes on the Mainland as they advance in their career, deepening their understanding of the country’s policies and development through various exchange activities.
National Studies Programmes on the Mainland
The College collaborates with Mainland institutions (including the National Academy of Governance, the China Foreign Affairs University, Tsinghua University, Peking University, etc.) in running national studies programmes that last for 5 to 12 days. The programmes, comprising lectures and site visits, mainly cover topics such as:
- The country’s Constitution and the Basic Law
- Safeguarding national security
- Latest national policies and developments
Master Programmes in Public Policy
The College also arranges for potential senior civil servants nominated by their departments to attend Master Programmes in Public Policy on the Mainland, so as to deepen their understanding of the country’s development and broaden their horizons in public administration. The programmes include:
- Master Programme in Public Policy jointly organised with Peking University
- Executive Master of Public Administration Programme for the Project of Hong Kong Public Administrative Talents, Tsinghua University
Thematic Visits and Staff Exchange Programme
The College organises thematic visits for middle-level civil servants and above to help them understand the economic situation, development of industries, innovation and technology applications, culture preservation etc. in different regions of our country (including the Mainland municipalities in the Greater Bay Area (GBA)). To further promote cooperation between Hong Kong and the Mainland municipalities in the GBA, we will also extend the “Civil Service Staff Exchange Programme” to cover the Mainland municipalities in the GBA.
II. Local Programmes
The College also organises a series of local thematic seminars to keep middle and senior-level civil servants abreast of the latest national policies and developments, and to enhance their knowledge of topics such as “One Country, Two Systems” and national security.
Programme on “One Country, Two Systems” and Contemporary China
The College, in collaboration with the Institute for Hong Kong and Macau Studies, Peking University, organises an in-depth training programme on “one country, two systems” and the contemporary China for directorate officers. The programme aims at providing senior officials and directorate civil servants with a more comprehensive understanding of the practice of “one country, two systems” as well as the country's macro policy and development, with a view to supporting Hong Kong to actively integrate into the overall development of the country. Distinguished professors of Peking University and other authoritative experts will deliver the programme in Hong Kong and engage in in-depth discussions with participants. The programme covers topics such as:
- The Communist Party of China and the contemporary China;
- Socialism with Chinese characteristics;
- The theory and practice of “One Country, Two Systems”; and
- Developments in contemporary Chinese society, economy, national defense, technology, etc.
“Holistic View of National Security” Seminar Series
The College also launches the “Holistic View of National Security” seminar series, providing a comprehensive and multi-perspective analysis of the development of the holistic view of national security, its main content, the challenges of safeguarding national security, and its significance to the country's development. The seminars aim at fostering civil servants’ understanding of the challenges Hong Kong faces in safeguarding national security in the complex international environment and the responsibilities civil servants should shoulder in safeguarding national security.
