Five Key Training Areas
The College designs and develops a wide range of training programmes which fulfill the common training needs of civil servants across bureaux / departments. Key training areas include:

Mainland and International Collaboration
The College spares no effort in organising a variety of training and exchange activities to broaden civil servants’ international horizons and foster the sharing of experiences with officers in other places. We also explore collaboration opportunities in policy research and case studies with different organisations, including researching the experiences and best practices in public administration and talent development locally and in other places, with a view to strengthening Hong Kong’s capacity in public administration research and talent development.
Exchange with Mainland and Overseas Civil Servants
The College jointly organises the “Civil Service Staff Exchange Programme” with Mainland municipalities where officers from Hong Kong and the Mainland are attached to each other's side to share experience and expertise, better understand each other's structure, regimes, policy and operation, foster networking and communication, and gain first-hand experience of the host city's latest development.
We also share experience in public administration with Mainland and overseas counterparts (e.g. civil servants in the Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road countries) and have in-depth exchanges with them on the training and development strategy for civil servants.
Seminar Series on Country’s Foreign Affairs
To deepen civil servants’ understanding of the international scene and the challenges facing our country, the College runs a series of talks in close collaboration with the Office of the Commissioner of the Ministry of Foreign Affairs in the HKSAR, enabling them to better align their work with the country’s foreign affairs policy.
Human Resource Management Consultancy Services
The College provides a wide variety of human resource management / development advisory and consultancy services to assist bureaux / departments in enhancing organisational performance. Examples include:
- strategy and organisational alignment
- leadership development and succession planning
- training policy
- training plan development and implementation
- customisation of public service culture, management, language and communication training
- e-learning
