Enhancing Governance and Leadership Capabilities
Senior civil servants play a critical role in achieving good administration and governance. By a holistic leadership development framework, the College provides a series of leadership development programmes to enhance the leadership capabilities of middle and senior-level civil servants. Designed in partnership with renowned local and overseas institutions, our training programmes focus on broadening civil servants’ perspectives and enhancing their capabilities in strategic thinking, information dissemination and public communication for effective governance.
Flagship Leadership Development Programmes
The College organises four flagship leadership development programmes with specific learning focuses for developing promising officers at different levels, from middle and senior-level officers to directorates. The duration of these programmes ranges from five days to three weeks. Through case studies and analyses, experience sharing and site visits, the programmes deliver key content including leadership competencies, policy formulation and implementation, international perspectives, strategies for public engagement, public service innovation, trends and applications of new technologies, strategies for media and public communication, and change management, etc.
Executive Workshop Series
The College also partners with overseas and local universities and professional organisations to organise short executive workshops. The workshops cover three key areas:
- Leadership and Public Policy
- Innovation and Technology Applications
- Public Communication and Crisis Management
Seminars by Experts
The College hosts seminar series on different themes which enable senior-level civil servants to interact with experts from different sectors for gaining broader perspectives, gauging the pulse of the community, and enhancing leadership and management capabilities.
Overseas Training and Attachment to Policy Bureaux
The College assists departments to arrange for officers with potential to attach to policy bureaux for six months, so as to enhance their exposure, knowledge and skills outside of their own profession. The College also sponsors middle and senior-level civil servants with potential to attend executive development courses at renowned institutions (e.g. Peking University, Tsinghua University, INSEAD, etc.) to broaden their perspectives.
